Support Federal Funding for Clean Water and Resilient Coasts

Our nation’s coasts and ocean provide outstanding recreational opportunities, habitat for wildlife, and healthy lifestyles and economies for people who live near and visit the beach. Unfortunately our coasts are also under growing pressures from pollution, development and climate change.

Contact your members of Congress today and ask them to support funding for two key federal agencies responsible for protecting clean water and healthy coastlines – the Environmental Protection Agency (EPA) and the National Oceanic and Atmospheric Administration (NOAA). Critical federal programs administered by these agencies protect the health of swimmers and other beachgoers and help support resilient coastlines and communities that are better prepared for extreme weather.

I am writing to express my strong support for FY 2024 funding for the Environmental Protection Agency (EPA) and the National Oceanic and Atmospheric Administration (NOAA). Providing sufficient funding for these agencies is vital to protecting our nation’s coastal resources and nearshore waters. Such funding is also necessary to protect the public health of hundreds of millions of people that visit U.S. beaches every year and the ocean recreation and tourism sector that contributes over $150 billion annually to the U.S. GDP.

Specifically, I request that you support the following programs at the indicated levels for FY 2024:
- EPA Beach Grants Program: $15 million
- EPA Clean Water State Revolving Fund: $3 billion
- NOAA Coastal Zone Management Grants: $108.5 million
- NOAA National Marine Sanctuaries: $87 million

The EPA plays a vital role in protecting clean water resources that support healthy communities and environments across the nation, yet pollution still threatens public health. The EPA BEACH Grants program provides assistance to coastal states to monitor water quality at the beach and warn the public when contamination could put their health at risk. The Clean Water State Revolving Fund invests in stopping pollution at the source by paying for much needed capital improvement projects to prevent sewage spills, sewage overflows and stormwater runoff.

NOAA is the lead federal agency responsible for managing our nation's ocean and coasts, as well as monitoring weather and climate. Through the Coastal Zone Management program, the National Marine Sanctuaries Program and other key programs, NOAA plays a critical role in stewarding our nation's coasts in partnership with states, tribes, and communities to protect these vital resources for public use and enjoyment.
