California is on the verge of defunding a massive Trump-friendly surveillance program that targets Muslim, Arab, South Asian, Black, and other marginalilzed communities.

The dangerous statewide surveillance program called Preventing Violent Extremism (PVE) is coming back as "Creating Safer Communities" (CSC). Both of these programs are modeled after the Countering Violent Extremism (CVE) surveillance program that California residents helped shut down in Los Angeles just two years ago. It's time we shut down surveillance in our state once again.

Last week we sent over 1000 letters to our legislators urging them to dump the dangerous so-called Creating Safer Communities surveillance program.

Now we need to be sure Governor Newsom hears from us to be on the right side of history and dismantle programs that surveil and police Muslim, Black, LGBTQ, and other marginalized communities.

Take this opportunity to write an email directly to the Governor who has the power to defund this racist budget item. Feel free to expand within the template on why it’s so crucial to actively oppose this expansion of racialized state surveillance.

I write to urge you to defund and dismantle the deceptively named Creating Safer Communities (CSC) program administered by the California Office of Emergency Services (Cal OES). CSC is a successor program to Cal OES’s previously administered Prevent Violent Extremism (PVE) program. Programs like these claim to combat white supremacy and hate crimes, but in fact target and conduct surveillance of Muslim, Black, LGBTQ, and other marginalized communities.

We’ve met with our elected State Assembly and Senate members, who have agreed with us on the problematic nature of the CSC program. Our representatives heard us and have made sure the upcoming budget does not include any state funding for the program.

I am asking you to be on the right side and in favor of marginalized communities by ensuring that no state dollars go to staffing, supporting, or otherwise implementing the Creating Safer Communities program or any related program, whether through Cal OES's California Specialized Training Institute, State Threat Assessment Center, or any other unit. 
 
Our communities must know that they are safe from state violence, policing, and systemic racism in all forms. We urge you to be on the side of Muslim, Black, LGBTQ, and other marginalized communities, especially in a moment of our history where we policed and being killed. This kind of injustice has no place in our state. Thank you.
